WHO contribution in Armenia 2020–2024: evaluation report

Overview

This evaluation examines WHO’s contribution to Armenia’s health sector from 2020 to 2024, assessing the relevance, coherence, effectiveness, efficiency and sustainability of its technical cooperation, normative guidance and catalytic support. Implemented through successive Biennial Collaborative Agreements and aligned with national health strategies and international frameworks, WHO’s support focused on strengthening primary health care, advancing prevention and control of noncommunicable diseases, enhancing preparedness and response capacities for health emergencies, and supporting reforms in health financing. The evaluation finds that strategic priorities were consistently aligned with Armenia’s evolving health needs and policy directions and that cooperation was well coordinated with national authorities, development partners and civil society. WHO’s support contributed to notable progress, including improvements in primary health care service delivery models, strengthened institutional and workforce capacities, and enhanced public health resilience, particularly during and after the coronavirus disease pandemic. Effectiveness was demonstrated across multiple programme areas, although resource mobilization, staffing constraints and results monitoring affected the pace of implementation. Sustainability was strongest where national ownership, policy uptake and institutionalization were firmly established. The evaluation provides recommended action points to sharpen strategic focus, consolidate achievements and further support Armenia’s ongoing health system transformation.
